Em vez disso, a SGR tornou-se um encargo financeiro que consome uma parte cada vez maior das receitas do pa\u00eds.<\/p>\n<p style=\"font-weight: 400;\">Embora os passageiros elogiem os 480 quil\u00f3metros de linha f\u00e9rrea, a for\u00e7a vital da SGR \u00e9 supostamente a carga. Nesse sentido, n\u00e3o conseguiu corresponder \u00e0s expectativas desde a sua abertura em 2017.<\/p>\n<ul>\n<li style=\"font-weight: 400;\">A constru\u00e7\u00e3o parou muito antes do Uganda quando as preocupa\u00e7\u00f5es com o reembolso levaram os credores chineses a reduzir o financiamento da SGR. A linha f\u00e9rrea termina agora perto de Naivasha, a mais de 300 quil\u00f3metros da fronteira com o Uganda. O Uganda abandonou o projecto da SGR, optando por recorrer a uma empresa turca para desenvolver a sua parte da linha ferrovi\u00e1ria.<\/li>\n<li style=\"font-weight: 400;\">A SGR \u00e9 mais cara para as companhias de navega\u00e7\u00e3o do que o transporte por cami\u00e3o a partir de Momba\u00e7a. De acordo com um estudo efectuado por investigadores da Universidade de Nairobi, uma pol\u00edtica que j\u00e1 terminou e que obrigava as transportadoras a utilizar a SGR fez aumentar os custos de transporte em cerca de 30%.<\/li>\n<li style=\"font-weight: 400;\">O pre\u00e7o de 4,7 bilh\u00f5es de d\u00f3lares da linha f\u00e9rrea contribuiu para aumentar a d\u00edvida do Qu\u00e9nia na \u00faltima d\u00e9cada, fazendo-a passar de 38% do produto interno bruto (PIB) em 2012 para quase 70% este ano, de acordo com o Banco Central do Qu\u00e9nia.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">Em Julho de 2023, o pagamento semestral da d\u00edvida da SGR do Qu\u00e9nia \u00e0 China atingiu 356 milh\u00f5es de d\u00f3lares, o que representa quase 80% do pagamento da d\u00edvida de 451 milh\u00f5es de d\u00f3lares desse m\u00eas, informou o governo.<\/p>\n<p style=\"font-weight: 400;\">A d\u00edvida crescente do Qu\u00e9nia \u00e0 China ascende agora a 6 bilh\u00f5es de d\u00f3lares e alguns dos empr\u00e9stimos vencem nos pr\u00f3ximos 12 meses. Muitos dos empr\u00e9stimos da China ao Qu\u00e9nia e a outros pa\u00edses africanos s\u00e3o empr\u00e9stimos de \u201cn\u00e3o-concess\u00e3o\u201d atrav\u00e9s de institui\u00e7\u00f5es como o ExIm Bank da China. Por isso, n\u00e3o podem ser perdoados. O Vice-Presidente Rigathi Gachagua disse a uma esta\u00e7\u00e3o de r\u00e1dio local que Ruto pediu aos funcion\u00e1rios chineses que abrandem o reembolso dos empr\u00e9stimos existentes no Qu\u00e9nia, ao mesmo tempo que pedia dinheiro emprestado para terminar projectos rodovi\u00e1rios parados.<\/p>\n<p style=\"font-weight: 400;\">Esses projectos parados poder\u00e3o incluir a conclus\u00e3o da \u00faltima parte da linha f\u00e9rrea, de Naivasha \u00e0 fronteira com o Uganda.<\/p>\n<p style=\"font-weight: 400;\">\u201cA SGR do Qu\u00e9nia necessita desesperadamente de uma expans\u00e3o transfronteiri\u00e7a para se tornar um projecto financeiramente sustent\u00e1vel. Este \u00e9 outro elemento-chave nas negocia\u00e7\u00f5es do Qu\u00e9nia,\u201d disse o economista Aly Khan Satchu \u00e0 The Associated Press.<\/p>\n<p style=\"font-weight: 400;\">Nos \u00faltimos anos, a China reduziu o volume de empr\u00e9stimos que concede em \u00c1frica, uma vez que os pa\u00edses mutu\u00e1rios enfrentam n\u00edveis de d\u00edvida potencialmente incapacitantes que amea\u00e7am desestabilizar as suas economias.<\/p>\n<p style=\"font-weight: 400;\">At\u00e9 que a SGR alargue o seu alcance e expanda as suas opera\u00e7\u00f5es, parece prov\u00e1vel que continue a ser um encargo financeiro para o Estado.<\/p>\n<p style=\"font-weight: 400;\">O estudo de viabilidade financiado pela China que serviu de base ao projecto afirmava que a linha f\u00e9rrea seria rent\u00e1vel ao movimentar 22 milh\u00f5es de toneladas de carga por ano, ou seja, 20 comboios por dia, todos os dias \u2014 mais do dobro da capacidade operacional real da linha, de acordo com um estudo do Instituto de Investiga\u00e7\u00e3o e An\u00e1lise de Pol\u00edticas P\u00fablicas do Qu\u00e9nia.<\/p>\n<p style=\"font-weight: 400;\">Em 2018, a SGR efectuava oito viagens de transporte de mercadorias por dia, transportando 108 contentores de carga empilhados duas vezes. Em 2021, uma queda acentuada da carga obrigou a ferrovia a p\u00f4r termo \u00e0 pol\u00edtica de empilhamento duplo e a reduzir as suas viagens di\u00e1rias de oito para cinco comboios, de acordo com a revista International Railway Journal. Esta mudan\u00e7a tamb\u00e9m levantou mais quest\u00f5es sobre a capacidade do Qu\u00e9nia para pagar a d\u00edvida da linha f\u00e9rrea.<\/p>\n<p style=\"font-weight: 400;\">Em 2023, a Kenya Railway Corp. informou que haveria uma m\u00e9dia de 18 a 20 comboios por dia entre Momba\u00e7a e os centros de tr\u00e2nsito de Nairobi e Naivasha. As autoridades quenianas informaram que as receitas da SGR atingiram 84 milh\u00f5es de d\u00f3lares em 2022, o que representa um aumento de 4% em rela\u00e7\u00e3o ao ano anterior.<\/p>\n<p style=\"font-weight: 400;\">Mesmo com o seu crescimento, as receitas da SGR continuam a ser muito inferiores ao montante necess\u00e1rio para reembolsar a sua d\u00edvida.
