Mais le co\u00fbt \u00e9cologique et humain de ces projets commence \u00e0 peine \u00e0 \u00eatre r\u00e9alis\u00e9, selon un nouveau reportage.<\/p>\n<p style=\"font-weight: 400;\">Les ports construits par la Chine en Angola, au Cameroun, en C\u00f4te d\u2019Ivoire, \u00e0 Djibouti, en Mauritanie et au Mozambique sont devenus des exemples de la fa\u00e7on dont de tels projets peuvent perturber les \u00e9cosyst\u00e8mes aquatiques et les communaut\u00e9s locales de p\u00eache artisanale, selon une \u00e9tude conduite par le Centre de politique pour le d\u00e9veloppement mondial de l\u2019universit\u00e9 de Boston.<\/p>\n<p style=\"font-weight: 400;\">Les pays africains de la c\u00f4te Atlantique, notamment l\u2019Angola, le Cameroun et la C\u00f4te d\u2019Ivoire, font courir \u00e0 leurs communaut\u00e9s de p\u00eache locales les plus grands risques \u00e0 cause des projets portuaires. Les communaut\u00e9s de p\u00eache artisanales du Cameroun sont en t\u00eate de cette liste, selon les chercheurs.<\/p>\n<p style=\"font-weight: 400;\">La construction du port de Kribi au Cameroun, financ\u00e9e par la Chine, a d\u00e9truit une zone baln\u00e9aire populaire ainsi que le village de Lolab\u00e9, en plongeant la population locale et l\u2019environnement dans le d\u00e9sarroi.<\/p>\n<p style=\"font-weight: 400;\">Les planificateurs peuvent \u00e9viter de cr\u00e9er des conflits avec les communaut\u00e9s de p\u00eache artisanale en s\u2019assurant que les r\u00e9sidents soient inclus dans le d\u00e9veloppement des projets portuaires. Ceci peut assurer par la suite que ces communaut\u00e9s soient en meilleure posture, ou au moins qu\u2019elles ne soient pas heurt\u00e9es, selon Rebecca Ray, chercheuse principale qui a travaill\u00e9 sur l\u2019\u00e9tude.<\/p>\n<p style=\"font-weight: 400;\">\u00ab\u00a0Les ports sont le secteur de plus haut risque pour les constructions c\u00f4ti\u00e8res \u00e0 cause des nombreuses possibilit\u00e9s d\u2019impact environnemental ou social\u00a0: en plus du bruit, des \u00e9clairages et de la perturbation des habitats dus \u00e0 la construction proprement dite, ils ont aussi le potentiel de provoquer d\u2019importants changements dans les \u00e9cosyst\u00e8mes locaux \u00e0 cause de l\u2019introduction d\u2019esp\u00e8ces invasives qui sont transport\u00e9es par les navires faisant escale et de l\u2019\u00e9puisement des stocks de poissons locaux par les nouvelles flottes de p\u00eache qui peuvent venir utiliser le port\u00a0\u00bb, d\u00e9clare le Dr\u00a0Ray \u00e0 Voice of America.<\/p>\n<p style=\"font-weight: 400;\">Malgr\u00e9 les risques pesant sur les environnements marins et les moyens de subsistance des r\u00e9sidents, les responsables continuent \u00e0 souhaiter conclure des accords portuaires.<\/p>\n<p style=\"font-weight: 400;\">La Sierra Leone a accept\u00e9 en 2021 de vendre 100 hectares d\u2019une zone touristique populaire pour un port qui h\u00e9bergera des flottes engag\u00e9es dans la p\u00eache au thon, selon le gouvernement. Une partie du port propos\u00e9 comporte une lagune qui est un lieu de reproduction crucial pour les animaux aquatiques locaux. Les d\u00e9fenseurs communautaires et environnementaux appellent le projet \u00ab\u00a0une catastrophe humaine et \u00e9cologique\u00a0\u00bb qui d\u00e9truira les environnements sylvestres et maritimes vierges, en plus des moyens de subsistance des habitants locaux.<\/p>\n<p style=\"font-weight: 400;\">\u00ab\u00a0Si cela est autoris\u00e9, la s\u00e9curit\u00e9 alimentaire de tout le pays sera compromise car 80\u00a0% des prot\u00e9ines du pays proviennent du poisson et la p\u00eache artisanale est le pilier de la plupart des familles de la c\u00f4te\u00a0\u00bb, a \u00e9crit le Groupe des propri\u00e9taires de Black Johnson dans une lettre ouverte adress\u00e9e au pr\u00e9sident Julius Maada Bio lui demandant de rejeter le projet.<\/p>\n<p style=\"font-weight: 400;\">Au d\u00e9but 2022, le pr\u00e9sident Bio a accept\u00e9 de soumettre le projet \u00e0 un examen environnemental, comme pr\u00e9vu par la loi, mais les groupes des communaut\u00e9s restent inquiets.<\/p>\n<p style=\"font-weight: 400;\">\u00ab\u00a0Le gouvernement doit faire attention \u00e0 la fa\u00e7on dont il s\u2019engage dans ce [type] d\u2019accord\u00a0; il doit appara\u00eetre sans reproche au sujet de l\u2019accord de Black Johnson\u00a0\u00bb, \u00e9crit Med Sillah en r\u00e9ponse \u00e0 un article d\u2019opinion dans le Sierra Leone Telegraph qui remettait en question la proposition portuaire.<\/p>\n<p style=\"font-weight: 400;\">Le port de l\u2019amiti\u00e9 de Nouakchott (Mauritanie), remontant aux ann\u00e9es 1980 mais actualis\u00e9 dans le cadre de la BRI en 2018, a \u00e9t\u00e9 critiqu\u00e9 par les communaut\u00e9s locales pour amener les flottes de p\u00eache chinoises qui ont paralys\u00e9 les \u00e9quipages de p\u00eache artisanale de la r\u00e9gion et endommag\u00e9 l\u2019environnement, selon le Dr\u00a0Ray.<\/p>\n<p style=\"font-weight: 400;\">En Angola et au Mozambique, plus de 2.000\u00a0km carr\u00e9s d\u2019habitat marin sont sujets \u00e0 un risque \u00e9lev\u00e9 \u00e0 cause des d\u00e9veloppements portuaires, selon le rapport.<\/p>\n<p style=\"font-weight: 400;\">La r\u00e9novation et l\u2019expansion du port de p\u00eache de Beira au Mozambique ont soumis \u00e0 des risques l\u2019environnement marin de la zone, jusqu\u2019\u00e0 une distance de 10\u00a0km, ce qui en fait l\u2019un des projets les plus nuisibles selon le rapport du Centre pour la politique du d\u00e9veloppement mondial.<\/p>\n<p style=\"font-weight: 400;\">Le Dr\u00a0Ray d\u00e9clare qu\u2019il s\u2019agit du seul port de l\u2019\u00e9tude qui a \u00e9t\u00e9 d\u00e9velopp\u00e9 exclusivement pour la p\u00eache, ce qui lui donne le potentiel d\u2019avoir un impact \u00e9cologique important.<\/p>\n<p style=\"font-weight: 400;\">La r\u00e9duction de l\u2019impact environnemental et social des projets portuaires chinois n\u00e9cessite que les pays imposent de meilleures protections et mettent en place des normes plus strictes.<\/p>\n<p style=\"font-weight: 400;\">\u00ab\u00a0Il est important de dire clairement que tous les planificateurs et les pr\u00eateurs, quelle que soit leur nationalit\u00e9, doivent prendre soin des ressources naturelles qui soutiennent les communaut\u00e9s traditionnelles et les \u00e9conomies c\u00f4ti\u00e8res dans leur ensemble\u00a0\u00bb, d\u00e9clare le Dr\u00a0Ray \u00e0 ADF.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>PERSONNEL D\u2019ADF L\u2019initiative chinoise de la Nouvelle route de la soie (Belt and Road Initiative, BRI) promettait d\u2019\u00e9normes investissements portuaires dans le monde entier.
