{"id":4721,"date":"2015-10-15T14:06:36","date_gmt":"2015-10-15T14:06:36","guid":{"rendered":"https:\/\/adf-magazine.com\/?p=4721"},"modified":"2015-10-15T14:06:36","modified_gmt":"2015-10-15T14:06:36","slug":"les-navires-marchands-sont-des-yeux-supplementaires-rives-sur-le-golfe-de-guinee","status":"publish","type":"post","link":"https:\/\/adf-magazine.com\/fr\/2015\/10\/les-navires-marchands-sont-des-yeux-supplementaires-rives-sur-le-golfe-de-guinee\/","title":{"rendered":"LES NAVIRES MARCHANDS SONT DES YEUX SUPPL\u00c9MENTAIRES RIV\u00c9S SUR LE GOLFE DE GUIN\u00c9E"},"content":{"rendered":"<p>Depuis un petit b\u00e2timent blanc sur le campus de l\u2019Universit\u00e9 maritime r\u00e9gionale pr\u00e8s de Tema, au Ghana, quelques personnes surveillent une zone maritime qui s\u2019\u00e9tend de la fronti\u00e8re nord de la Mauritanie jusqu\u2019\u00e0 la fronti\u00e8re sud de l\u2019Angola.<\/p>\n<p>Le Centre de partage des informations sur le commerce maritime (MTISC) du golfe de Guin\u00e9e est un service gratuit financ\u00e9 par des int\u00e9r\u00eats priv\u00e9s et publics, notamment l\u2019Organisation maritime internationale (OMI), Interpol, le Forum maritime international des compagnies p\u00e9troli\u00e8res, ainsi que des pays du groupe d\u2019experts du G7 des amis du golfe de Guin\u00e9e. Les contr\u00f4leurs, qui travaillent en groupes de deux ou trois, sont g\u00e9n\u00e9ralement issus des marines et des industries r\u00e9gionales.<\/p>\n<p>Le syst\u00e8me est simple. Les navires envoient par courriel un rapport de position initial lorsqu\u2019ils p\u00e9n\u00e8trent dans une zone de signalement volontaire (VRA). Apr\u00e8s cela, les navires sont cens\u00e9s envoyer des rapports de position quotidiens tant qu\u2019ils naviguent \u00e0 l\u2019int\u00e9rieur d\u2019une VRA. Ils envoient un rapport de position final lorsqu\u2019ils quittent cette zone. Les navires peuvent signaler une activit\u00e9 suspecte \u00e0 tout moment.<\/p>\n<p>Les contr\u00f4leurs du MTISC r\u00e9pondent \u00e0 tous les rapports, qui contiennent des identifiants de base tels que le nom du navire, son pavillon, son indicatif radio, son num\u00e9ro OMI, sa position, son cap, sa vitesse, sa cargaison et les coordonn\u00e9es de son \u00e9quipage.<\/p>\n<p>\u00ab Nous ne nous contentons pas de recevoir les rapports, d\u2019y r\u00e9pondre et de les traiter. Nous prenons le message en charge ; nous analysons les rapports diligemment \u00bb, affirme Dehcorti Karmo, un contr\u00f4leur originaire du Liberia. \u00ab Lorsque nous recevons ces informations, nous obtenons des renseignements de base fournis par les navires. Ils nous signalent tout ce qu\u2019ils voient. \u00bb<\/p>\n<p>Ensuite, les contr\u00f4leurs communiquent les informations cruciales relatives \u00e0 la VRA avec les navires qui sont \u00e0 proximit\u00e9, afin que ceux-ci puissent \u00e9viter les zones potentiellement dangereuses. Le personnel du centre relaie \u00e9galement les informations relatives \u00e0 des menaces pr\u00e9sum\u00e9es aux autorit\u00e9s r\u00e9gionales et nationales.<\/p>\n<p>Imaginons qu\u2019un navire marchand faisant route dans la VRA situ\u00e9e au large des c\u00f4tes du Nigeria observe ce qui semble \u00eatre un transfert suspect entre navires. Ceci pourrait signifier que des criminels sont en train de transborder du p\u00e9trole \u00e0 partir d\u2019un navire d\u00e9tourn\u00e9. Le navire marchand peut le signaler au centre, o\u00f9 des contr\u00f4leurs sont pr\u00e9sents 24 heures sur 24. \u00c0 son tour, le MTISC transmet ces informations aux navires marchands passant \u00e0 proximit\u00e9 et signale l\u2019incident aux autorit\u00e9s nig\u00e9rianes et aux centres d\u2019op\u00e9rations maritimes r\u00e9gionaux pour un compl\u00e9ment d\u2019enqu\u00eate. Le centre a \u00e9galement particip\u00e9 \u00e0 des sc\u00e9narios dans le cadre de l\u2019Exercice Obangame Express 2015.<\/p>\n<p>Tout navire marchand se trouvant dans la VRA peut communiquer des informations au MTISC : des bateaux de p\u00eache commerciale, des navires de l\u2019industrie p\u00e9troli\u00e8re, des barges, m\u00eame des yachts. Les navires ne sont pas oblig\u00e9s d\u2019envoyer un rapport de position lorsqu\u2019ils p\u00e9n\u00e8trent dans une VRA. Toutefois, s\u2019ils ne le font pas, le centre ne sera pas en mesure de les informer des menaces potentielles. Les avantages sont donc clairs.<\/p>\n<p>Les contreparties pour les marines r\u00e9gionales et les autorit\u00e9s de s\u00e9curit\u00e9 maritime sont \u00e9galement pr\u00e9cieuses. Les contr\u00f4leurs du MTISC estiment qu\u2019ils re\u00e7oivent entre 250 et 300 messages chaque jour. Cela repr\u00e9sente pour les navires marchands des centaines d\u2019occasions d\u2019aider \u00e0 surveiller le golfe de Guin\u00e9e.<\/p>\n<p>Parmi ces courriels, il est difficile de d\u00e9terminer combien d\u2019entre eux peuvent inclure des signalements d\u2019activit\u00e9s suspectes. Parfois les \u00e9quipages peuvent choisir d\u2019appeler le centre directement, ou lui envoyer un courriel, plut\u00f4t que de remplir un autre formulaire. Parfois, les centres maritimes nationaux informent les MTISC des probl\u00e8mes.<\/p>\n<p>\u00ab Les autres centres sont pr\u00eats \u00e0 communiquer avec nous parce que les navires sont pr\u00eats \u00e0 communiquer avec nous. Nous avons une liaison directe avec les navires \u00bb, indique le lieutenant de vaisseau Ankrah Ahmed de la Marine ghan\u00e9enne. \u00ab Ils n\u2019ont pas d\u2019acc\u00e8s direct aux navires.
