Les promesses de la croissance \u00e9conomique et le danger de la criminalit\u00e9 maritime poussent la r\u00e9gion dans des directions oppos\u00e9es. Et tel un navire assailli par une temp\u00eate, ce n\u2019est qu\u2019avec des marins exp\u00e9riment\u00e9s \u00e0 la barre que l\u2019on pourra aider la r\u00e9gion \u00e0 naviguer dans les eaux troubles.<\/p>\n<p>Tout d\u2019abord, les bonnes nouvelles : Les \u00e9conomies de l\u2019Afrique de l\u2019Ouest sont en plein essor, et le golfe de Guin\u00e9e fait partie int\u00e9grante de cette croissance. Il s\u2019agit d\u2019une voie maritime majeure pour le transport du p\u00e9trole \u00e0 travers le monde. Le trafic de conteneurs est en hausse. Le climat temp\u00e9r\u00e9 et pr\u00e9visible du golfe est id\u00e9al pour le commerce, la p\u00eache et l\u2019accostage. Il offre une voie de navigation relativement courte entre l\u2019Afrique et l\u2019Am\u00e9rique du Sud. Et l\u2019un des pays du golfe, le Nigeria, est la plus importante \u00e9conomie du continent.<\/p>\n<p>Mais il y a \u00e9galement des probl\u00e8mes. Le golfe a le triste honneur d\u2019enregistrer davantage d\u2019attaques de pirates signal\u00e9es que toute autre r\u00e9gion du monde, \u00e9clipsant les attaques perp\u00e9tr\u00e9es par les pirates somaliens dans le golfe d\u2019Aden. Dans un rapport paru en 2013, les vols commis par des pirates dans le golfe co\u00fbtent \u00e0 la r\u00e9gion entre 565 millions et 2 milliards de dollars chaque ann\u00e9e.<\/p>\n<p>Les attaques signal\u00e9es ne sont peut-\u00eatre que le sommet de l\u2019iceberg. Le Bureau maritime international et Oceans Beyond Piracy indiquent qu\u2019environ deux tiers des attaques de pirates au large des c\u00f4tes de l\u2019Afrique de l\u2019Ouest ne sont pas signal\u00e9es. D\u2019autre part, les enl\u00e8vements et les versements de ran\u00e7ons sont parfois tenus secrets. Globalement, OBP estime que les gouvernements et le secteur de la navigation marchande d\u00e9pensent jusqu\u2019\u00e0 983 millions de dollars pour combattre la piraterie maritime dans la r\u00e9gion chaque ann\u00e9e.<\/p>\n<hr \/>\n<p><b>TRAFIC PORTUAIRE<\/b><\/p>\n<p>Les \u00e9conomies africaines sont en croissance, et le golfe de Guin\u00e9e est en position favorable pour \u00eatre le point d\u2019entr\u00e9e du continent. Le produit int\u00e9rieur brut des pays du golfe a augment\u00e9 \u00e0 un taux moyen annuel de 7 pour cent entre 2012 et 2015. L\u2019activit\u00e9 portuaire conna\u00eet une croissance encore plus \u00e9lev\u00e9e. Le trafic de conteneurs dans les ports de l\u2019Afrique de l\u2019Ouest s\u2019est accru de 14 pour cent par an depuis 1995. Il s\u2019agit de la plus forte croissance de toute r\u00e9gion de l\u2019Afrique subsaharienne, selon un article publi\u00e9 par le Centre d\u2019\u00e9tudes strat\u00e9giques de l\u2019Afrique.<\/p>\n<p>Le commerce maritime devrait assur\u00e9ment poursuivre son expansion dans les prochaines ann\u00e9es. Bollor\u00e9, le g\u00e9ant fran\u00e7ais du transport, \u00e9largit son terminal \u00e0 Lom\u00e9, au Togo, et le port ghan\u00e9en de Tema entreprend une expansion de 1,5 milliard de dollars. Les deux projets devraient \u00eatre achev\u00e9s d\u2019ici \u00e0 2017. D\u2019autres expansions sont planifi\u00e9es en C\u00f4te d\u2019Ivoire, en R\u00e9publique du Congo, au Nigeria et au S\u00e9n\u00e9gal. La r\u00e9gion repr\u00e9sente environ un tiers des nouvelles d\u00e9couvertes de p\u00e9trole \u00e0 l\u2019\u00e9chelle mondiale, avec les derni\u00e8res d\u00e9couvertes de gisements p\u00e9troliers au large des c\u00f4tes du Ghana, du Liberia et de la Sierra Leone. En tout, les r\u00e9serves de p\u00e9trole au large des c\u00f4tes de l\u2019Afrique de l\u2019Ouest sont estim\u00e9es \u00e0 3,2 milliards de barils, selon le U.S. Geological Survey. Toutefois, dans cette r\u00e9gion on navigue en eau trouble. Le d\u00e9tournement ill\u00e9gal de p\u00e9trole a atteint les proportions d\u2019une \u00e9pid\u00e9mie au Nigeria et ailleurs. Cette pratique dangereuse, qui souvent consiste pour les criminels \u00e0 percer un pipeline et \u00e0 collecter le p\u00e9trole dans un seau, provoque la perte d\u2019environ 100.000 barils de p\u00e9trole par jour au Nigeria, un co\u00fbt de pr\u00e8s de 6 millions de dollars, selon la Marine nig\u00e9riane. Certaines estimations arrivent \u00e0 un total plus \u00e9lev\u00e9. Le d\u00e9tournement ill\u00e9gal de p\u00e9trole provoque \u00e9galement des fuites qui polluent l\u2019environnement et des explosions qui peuvent faire beaucoup de victimes.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter size-full wp-image-4610\" src=\"https:\/\/adf-magazine.com\/wp-content\/uploads\/2015\/09\/PetFrench.jpg\" alt=\"PetFrench\" width=\"458\" height=\"811\" srcset=\"https:\/\/adf-magazine.com\/wp-content\/uploads\/2015\/09\/PetFrench.jpg 458w, https:\/\/adf-magazine.com\/wp-content\/uploads\/2015\/09\/PetFrench-300x531.jpg 300w\" sizes=\"(max-width: 458px) 100vw, 458px\" \/><\/p>\n<hr \/>\n<p><b>P\u00caCHE ILL\u00c9GALE<\/b><\/p>\n<p><b>POUR\u00a0<\/b><b>CHAQUE\u00a0<\/b><b>PRISE\u00a0<\/b><b>DE 14 POISSONS\u00a0<\/b><b>4<\/b> <b>SONT <\/b><\/p>\n<p><b>VOL\u00c9S\u00a0<\/b><b>CO\u00dbT TOTAL <\/b><i>de<\/i><b>\u00a0<\/b><b>LA P\u00caCHE ILL\u00c9GALE\u00a0<\/b><\/p>\n<p><b>350 MILLIONS\u00a0<\/b><b>DE\u00a0<\/b><b>DOLLARS\u00a0<\/b><b>PAR AN<\/b><\/p>\n<p>La p\u00eache est vitale pour les \u00e9conomies de nombreux pays de l\u2019Afrique de l\u2019Ouest. Au S\u00e9n\u00e9gal, de 25 \u00e0 30 pour cent des exportations du pays proviennent des p\u00eacheries. Au Ghana, environ 7 pour cent de la population active est directement employ\u00e9e par le secteur de la p\u00eache, d\u2019apr\u00e8s un rapport de l\u2019Union europ\u00e9enne (UE). Pour de nombreuses personnes, c\u2019est un mode de vie qui est rest\u00e9 pratiquement identique depuis des si\u00e8cles. Pirogues, filets et voiles confectionn\u00e9s \u00e0 la main sont toujours largement utilis\u00e9s. Toutefois, ce mode de vie est menac\u00e9. De gros chalutiers \u00e9trangers sans permis ad\u00e9quats ramassent de grandes quantit\u00e9s de poissons dans les eaux de l\u2019Afrique de l\u2019Ouest. Selon l\u2019UE, la p\u00eache ill\u00e9gale, non d\u00e9clar\u00e9e et non r\u00e9glement\u00e9e dans le golfe de Guin\u00e9e co\u00fbte aux \u00c9tats c\u00f4tiers 350 millions de dollars par an. On estime que le nombre total de prises dans cette r\u00e9gion est de 40 pour cent sup\u00e9rieur \u00e0 ce qui est l\u00e9galement d\u00e9clar\u00e9. Non seulement cette pratique \u00e9puise une ressource naturelle pr\u00e9cieuse, mais elle co\u00fbte \u00e9galement des emplois et aggrave le ressentiment des p\u00eacheurs des communaut\u00e9s c\u00f4ti\u00e8res. Dans d\u2019autres parties du monde, les p\u00eacheurs au ch\u00f4mage se sont tourn\u00e9s vers la piraterie comme moyen de joindre les deux bouts.<\/p>\n<hr \/>\n<p><b>FLOTTES DE LA MARINE\/DES GARDE-C\u00d4TES<\/b><\/p>\n<p>En r\u00e9ponse aux menaces \u00e9mergentes et en reconnaissance de l\u2019importance du commerce dans le golfe, de nombreux pays c\u00f4tiers renforcent leurs marines et leurs garde-c\u00f4tes. Historiquement, la s\u00e9curit\u00e9 maritime \u00e9tait consid\u00e9r\u00e9e, au regard de son financement et de la perception de son importance, comme secondaire par rapport \u00e0 d\u2019autres besoins en mati\u00e8re de s\u00e9curit\u00e9 en Afrique. Ce n\u2019est plus le cas. La nouvelle situation a \u00e9t\u00e9 mise en \u00e9vidence en f\u00e9vrier 2015 lors de la mise en service par la Marine nig\u00e9riane de quatre nouveaux navires de guerre, le plus grand nombre de navires jamais mis en service en m\u00eame temps. L\u2019Angola entreprend une expansion rapide de sa marine afin de prot\u00e9ger ses ressources p\u00e9troli\u00e8res offshore.<\/p>\n<p>Et pourtant, nombre des marines et gardes-c\u00f4tes des pays du golfe de Guin\u00e9e sont sous-\u00e9quip\u00e9s pour les patrouilles et les poursuites de grande ampleur, ce qui laisse les ports vuln\u00e9rables. Bien que neuf des pays du golfe projettent d\u2019acqu\u00e9rir davantage de patrouilleurs, et des plus gros, ces plans sont souvent \u00e0 des \u00e9ch\u00e9ances de plusieurs ann\u00e9es.<\/p>\n<p><a href=\"https:\/\/adf-magazine.com\/wp-content\/uploads\/2015\/09\/FlottFrench.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-4613 size-full\" src=\"https:\/\/adf-magazine.com\/wp-content\/uploads\/2015\/09\/FlottFrench.jpg\" alt=\"FlottFrench\" width=\"998\" height=\"511\" srcset=\"https:\/\/adf-magazine.com\/wp-content\/uploads\/2015\/09\/FlottFrench.jpg 998w, https:\/\/adf-magazine.com\/wp-content\/uploads\/2015\/09\/FlottFrench-300x154.jpg 300w\" sizes=\"(max-width: 998px) 100vw, 998px\" \/><\/a><\/p>\n<hr \/>\n<p><b>ENL\u00c8VEMENTS\/D\u00c9TOURNEMENTS<\/b><\/p>\n<p>En 2012, le golfe de Guin\u00e9e a d\u00e9pass\u00e9 la c\u00f4te de la Somalie pour devenir la r\u00e9gion du monde subissant le plus grand nombre d\u2019attaques de pirates. En 2014, 1.035 marins ont subi des attaques et 170 ont \u00e9t\u00e9 d\u00e9tenus ou ont \u00e9t\u00e9 pris en otages. La plupart des attaques de pirates en 2014 se sont davantage produites en haute mer, dans les eaux internationales, ce qui indique que des r\u00e9seaux plus \u00e9labor\u00e9s de pirates sont \u00e0 l\u2019\u0153uvre. Plus de la moiti\u00e9 des attaques impliquaient des armes. Parmi ceux qui sont soup\u00e7onn\u00e9s de se livrer \u00e0 la piraterie, on trouve des gangs nig\u00e9rians, des \u00ab initi\u00e9s \u00bb au sein de l\u2019industrie p\u00e9troli\u00e8re, des agents de s\u00e9curit\u00e9 corrompus et des r\u00e9seaux criminels organis\u00e9s constitu\u00e9s en Europe de l\u2019Est et en Asie. Les actes de piraterie dans le golfe repr\u00e9sentent 19 pour cent de tous les actes criminels maritimes enregistr\u00e9s dans le monde.<\/p>\n<p>Les entreprises de la marine marchande du monde entier en ont pris conscience.
