{"id":22826,"date":"2021-03-24T12:34:06","date_gmt":"2021-03-24T16:34:06","guid":{"rendered":"https:\/\/adf-magazine.com\/?p=22826"},"modified":"2021-03-24T12:34:35","modified_gmt":"2021-03-24T16:34:35","slug":"au-bout-de-cinq-ans-le-metro-leger-daddis-abeba-est-toujours-en-proie-a-lendettement","status":"publish","type":"post","link":"https:\/\/adf-magazine.com\/fr\/2021\/03\/au-bout-de-cinq-ans-le-metro-leger-daddis-abeba-est-toujours-en-proie-a-lendettement\/","title":{"rendered":"Au bout de cinq ans, le m\u00e9tro l\u00e9ger d\u2019Addis-Abeba est toujours en proie \u00e0 l\u2019endettement"},"content":{"rendered":"<p>PERSONNEL D\u2019<em>ADF<\/em><\/p>\n<p>Cinq ans apr\u00e8s avoir inaugur\u00e9 le premier syst\u00e8me de m\u00e9tro l\u00e9ger d\u2019Afrique subsaharienne, le r\u00e9seau de transports publics d\u2019Addis-Abeba reste embourb\u00e9 dans les dettes envers ses pr\u00eateurs chinois et a \u00e9t\u00e9 p\u00e9nalis\u00e9 de plusieurs millions de dollars d\u2019amendes li\u00e9es aux sommes impay\u00e9es.<\/p>\n<p>Selon le journal \u00e9thiopien <em>The Reporter<\/em>, un examen r\u00e9cent conduit par le Bureau du v\u00e9rificateur g\u00e9n\u00e9ral a d\u00e9couvert que, au cours de ses quatre ann\u00e9es d\u2019existence, le syst\u00e8me a eu des revenus de 11,1 millions de dollars mais ses co\u00fbts op\u00e9rationnels ont \u00e9t\u00e9 de 154 millions de dollars.<\/p>\n<p>Dans le rapport, les v\u00e9rificateurs remarquent que le syst\u00e8me est tr\u00e8s loin de se conformer aux pr\u00e9dictions de l\u2019\u00e9tude de faisabilit\u00e9 initiale, qui indiquait qu\u2019il pourrait rembourser ses co\u00fbts de production en moins de 10 ans gr\u00e2ce aux ventes de billets, \u00e0 la publicit\u00e9 et aux locations d\u2019emplacement dans les stations, entre autres m\u00e9thodes.<\/p>\n<p>\u00ab\u00a0L\u2019\u00e9tude de faisabilit\u00e9 a \u00e9t\u00e9 inad\u00e9quate et a \u00e9t\u00e9 conduite sans recueillir suffisamment d\u2019information, selon l\u2019analyse du v\u00e9rificateur g\u00e9n\u00e9ral. Ajout\u00e9 \u00e0 l\u2019absence d\u2019un centre d\u2019entretien pour r\u00e9parer les trains qui n\u00e9cessitent une maintenance, et \u00e0 d\u2019autres facteurs, ceci a contribu\u00e9 aux pertes enregistr\u00e9es par le m\u00e9tro l\u00e9ger.\u00a0\u00bb<\/p>\n<p>Le syst\u00e8me de m\u00e9tro l\u00e9ger (LRT) fait partie d\u2019une s\u00e9rie de projets de l\u2019initiative de la Nouvelle route de la soie parrain\u00e9e par la Chine en Afrique, qui ont d\u00e9\u00e7u les attentes des \u00e9tudes de faisabilit\u00e9 produites par les Chinois et imput\u00e9 des dettes massives aux pays h\u00f4tes.<\/p>\n<p>Par exemple, le Standard Gauge Railway (chemin de fer \u00e0 \u00e9cartement normal) du Kenya qui relie Mombasa \u00e0 Nairobi devrait transporter deux fois sa capacit\u00e9 op\u00e9rationnelle actuelle pour \u00eatre rentable, selon sa propre \u00e9tude de faisabilit\u00e9. Avant que la pand\u00e9mie ne provoque un ralentissement \u00e9conomique mondial, la voie ferr\u00e9e fonctionnait d\u00e9j\u00e0 \u00e0 65\u00a0% des attentes et enregistrait des pertes de 70 millions de dollars.<\/p>\n<p>L\u2019Ethiopian Railway Corporation (ERC) qui est l\u2019op\u00e9rateur du syst\u00e8me LRT d\u2019Addis-Abeba emprunte aupr\u00e8s de la banque d\u2019\u00e9tat Commercial Bank of Ethiopia pour rembourser le pr\u00eat de construction de 475 millions de dollars envers la Banque chinoise d\u2019importation et d\u2019exportation, laquelle a financ\u00e9 85\u00a0% du projet. L\u2019ERC a d\u00e9j\u00e0 vers\u00e9 des amendes de 2,8 millions de dollars \u00e0 la banque pour les retards de paiement, selon le rapport.<\/p>\n<p>Le LRT est un syst\u00e8me en forme de T d\u2019une longueur de 34 km, qui traverse le centre de la ville et connecte les passagers aux zones industrielles. Il a \u00e9t\u00e9 con\u00e7u, construit et exploit\u00e9 par des soci\u00e9t\u00e9s chinoises avant que l\u2019exploitation ne soit transf\u00e9r\u00e9e \u00e0 l\u2019ERC. Il s\u2019inscrit dans le cadre des emprunts \u00e0 hauteur de 13,7 milliards de dollars que l\u2019\u00c9thiopie a obtenu de la Chine, la grande majorit\u00e9 depuis 2010. Le tiers environ concerne des projets de transport.<\/p>\n<p>Le syst\u00e8me a commenc\u00e9 son service en 2016 avec 40 trains, mais il exploite normalement environ la moiti\u00e9. Le maire adjoint d\u2019Addis Abeba a not\u00e9 en 2018 que le r\u00e9seau \u00e9lectrique de la ville n\u2019avait pas la capacit\u00e9 n\u00e9cessaire pour alimenter le syst\u00e8me avant le d\u00e9but de la construction. M\u00eame avec sa propre alimentation \u00e9lectrique exclusive, le LRT est toujours sujet \u00e0 des pannes de courant et des retards, ce qui conduit \u00e0 des wagons bond\u00e9s et un mauvais service.<\/p>\n<p>Les exigences de soins de sant\u00e9 li\u00e9es au Covid-19 ont forc\u00e9 l\u2019\u00c9thiopie et d\u2019autres pays d\u2019Afrique \u00e0 choisir entre la protection de leur population et le paiement de leurs dettes chinoises. Puisque ces dettes sont souvent dues \u00e0 des banques commerciales soutenues par l\u2019\u00e9tat, ces pays ont eu des difficult\u00e9s pour obtenir un all\u00e8gement de leur endettement aupr\u00e8s des autorit\u00e9s chinoises.<\/p>\n<p>L\u2019\u00c9thiopie a demand\u00e9 au forum international du G20 en janvier un all\u00e8gement de sa dette \u00e9mise par les gouvernements, ce qui a incit\u00e9 Fitch Ratings \u00e0 d\u00e9grader sa c\u00f4te de cr\u00e9dit.<\/p>\n<p>M\u00eame avant que la pand\u00e9mie ne frappe, l\u2019\u00c9thiopie avait sollicit\u00e9 un all\u00e8gement en 2018 pour ses dettes chinoises.
