Aujourd\u2019hui, le terminus de cette ligne \u00e0 voie normale (SGR) tant c\u00e9l\u00e9br\u00e9e, construite par la Chine, se trouve inutilis\u00e9 dans un champ de ma\u00efs de la vall\u00e9e du Grand Rift, \u00e0 environ 468\u00a0km de la fronti\u00e8re ougandaise qui \u00e9tait son objectif.<\/p>\n<p style=\"font-weight: 400;\">La SGR \u00e9tait cens\u00e9e repr\u00e9senter une aubaine \u00e9conomique pour l\u2019Afrique de l\u2019Est. Elle devait relier Mombasa et Nairobi jusqu\u2019\u00e0 l\u2019Ouganda, et on pr\u00e9voyait qu\u2019elle desservirait le Burundi, la R\u00e9publique d\u00e9mocratique du Congo, le Rwanda et le Soudan du Sud.<\/p>\n<p style=\"font-weight: 400;\">\u00ab\u00a0La r\u00e9alit\u00e9 de ce qui reste le plus grand projet d\u2019infrastructure jamais lanc\u00e9 par le Kenya est prodigieusement \u00e9loign\u00e9e de ses ambitions grandioses\u00a0\u00bb, \u00e9crit Ben Marlow, r\u00e9dacteur associ\u00e9 du Telegraph \u00e0 Nairobi, pour un article du 3 septembre.<\/p>\n<p style=\"font-weight: 400;\">\u00ab\u00a0Bien loin de symboliser l\u2019\u00e9mergence du Kenya en tant que puissance r\u00e9gionale, la SGR est devenue le monument embarrassant d\u2019une crise d\u2019endettement qui menace d\u2019engloutir un continent aujourd\u2019hui \u00e0 la merci des pr\u00eats de P\u00e9kin.\u00a0\u00bb<\/p>\n<p style=\"font-weight: 400;\">Entre 2000 et 2023, la dette totale du Kenya envers la Chine \u00e9tait de 9,6\u00a0milliards de dollars, selon la base de donn\u00e9es des pr\u00eats chinois en Afrique. C\u2019est la quatri\u00e8me de tous les pays africains, seulement surpass\u00e9e par l\u2019Angola, l\u2019\u00c9thiopie et l\u2019\u00c9gypte.<\/p>\n<p style=\"font-weight: 400;\">Le Kenya d\u00e9pense pr\u00e8s de 8\u00a0millions par mois pour l\u2019op\u00e9ration de la SGR, selon les donn\u00e9es du minist\u00e8re des Routes et des Transports. Ce chiffre n\u2019inclut pas la montagne de dettes toujours croissante \u00e0 l\u2019\u00e9gard des banques chinoises qui financ\u00e8rent 90\u00a0% de la construction de la voie ferr\u00e9e.<\/p>\n<p style=\"font-weight: 400;\">En moyenne, le Kenya d\u00e9pense plus d\u2019un milliard par an pour rembourser son endettement chinois d\u00fb \u00e0 la SGR. Le plus grand cr\u00e9ancier externe du Kenya est la Banque d\u2019exportation et d\u2019importation de Chine\u00a0: le pays lui doit 741\u00a0millions de dollars de capital, 222\u00a0millions d\u2019int\u00e9r\u00eats et 41\u00a0millions sous forme de p\u00e9nalit\u00e9s pour l\u2019ann\u00e9e fiscale 2025-2026.<\/p>\n<p style=\"font-weight: 400;\">Nancy Gathungu, auditrice g\u00e9n\u00e9rale du Kenya, a r\u00e9v\u00e9l\u00e9 ces chiffres dans un rapport de juillet qui a \u00e9t\u00e9 accueilli avec choc et outrage.<\/p>\n<p style=\"font-weight: 400;\">\u00ab\u00a0Ces p\u00e9nalit\u00e9s exposent le public \u00e0 des d\u00e9penses qui, sinon, auraient pu \u00eatre \u00e9vit\u00e9es, \u00e9crit-elle. Cette d\u00e9pense n\u2019est pas appropri\u00e9e pour les fonds publics.\u00a0\u00bb<\/p>\n<p style=\"font-weight: 400;\">Les paiements vers\u00e9s \u00e0 la Chine et li\u00e9s \u00e0 la SGR en juillet repr\u00e9sentent plus de 81\u00a0% du service total de la dette \u00e9trang\u00e8re k\u00e9nyane. Le journaliste Juma Majanga bas\u00e9 \u00e0 Nairobi estime que le co\u00fbt de service de la dette s\u2019\u00e9l\u00e8ve cette ann\u00e9e \u00e0 environ 67,1\u00a0% des rentr\u00e9es de fonds du pays, ce qui est bien sup\u00e9rieur au seuil de 30\u00a0% recommand\u00e9 par le Fonds mon\u00e9taire international (FMI).<\/p>\n<p style=\"font-weight: 400;\">\u00ab\u00a0Les emprunts continuels pour les grands projets d\u2019infrastructure peuvent projeter l\u2019image d\u2019une \u00e9conomie en croissance rapide mais, \u00e0 la longue, ils pourraient exposer les g\u00e9n\u00e9rations futures \u00e0 la saturation de l\u2019endettement\u00a0\u00bb, \u00e9crit-il dans un \u00e9ditorial du 12 ao\u00fbt pour Capital FM Business.<\/p>\n<p style=\"font-weight: 400;\">\u00ab\u00a0Techniquement, c\u2019est le point o\u00f9 le Kenya pourrait atteindre la limite maximale de sa capacit\u00e9 d\u2019emprunt, \u00e0 cause du niveau \u00e9lev\u00e9 des dettes existantes par rapport aux revenus nationaux, aux avoirs ou \u00e0 la capacit\u00e9 de remboursement, ce qui rendrait tout emprunt suppl\u00e9mentaire impossible \u00e0 obtenir ou prohibitif.\u00a0\u00bb<\/p>\n<p style=\"font-weight: 400;\">En 2014 et 2015, le Kenya a obtenu deux pr\u00eats d\u2019une valeur approximative de 5\u00a0milliards de dollars pour construire la ligne ferroviaire de 480\u00a0km connectant le port affair\u00e9 de Mombasa \u00e0 la capitale de Nairobi, ainsi qu\u2019une extension de 120\u00a0km jusqu\u2019\u00e0 Naivasha, dans la vall\u00e9e centrale du Grand Rift.<\/p>\n<p style=\"font-weight: 400;\">Elle s\u2019inscrivait dans le cadre de la nouvelle route chinoise de la soie (BRI), plan d\u2019investissement d\u2019infrastructure mondial soutenu par l\u2019\u00c9tat. Apr\u00e8s un sursis de cinq ans, le Kenya a repris ses versements li\u00e9s \u00e0 la SGR en 2019.<\/p>\n<p style=\"font-weight: 400;\">La phase suivante du projet, report\u00e9e depuis longtemps, entre Naivasha et Malaba \u00e0 la fronti\u00e8re ougandaise est cens\u00e9e co\u00fbter 5 milliards de dollars de plus. Le gouvernement a annonc\u00e9 en juillet qu\u2019il transf\u00e9rerait l\u2019op\u00e9ration de l\u2019extension \u00e0 des investisseurs priv\u00e9s.<\/p>\n<p style=\"font-weight: 400;\">John Mbadi, secr\u00e9taire au Tr\u00e9sor du Kenya, a r\u00e9cemment dit au Parlement\u00a0: \u00ab\u00a0Les derniers 40\u00a0% de la ligne SGR seront construits par un consortium de soci\u00e9t\u00e9s chinoises. Elles feront payer pour l\u2019utilisation de la ligne ferroviaire.\u00a0\u00bb<\/p>\n<p style=\"font-weight: 400;\">La BRI a transform\u00e9 la Chine en plus grand recouvreur mondial de cr\u00e9ances. Les analystes d\u00e9clarent que P\u00e9kin favorise aujourd\u2019hui une \u00ab\u00a0strat\u00e9gie d\u2019extension et de pr\u00e9tention\u00a0\u00bb pour affronter l\u2019endettement des pays en d\u00e9veloppement.<\/p>\n<p style=\"font-weight: 400;\">Les banques chinoises ont l\u2019habitude d\u2019ajourner ou de reporter les d\u00e9fauts de paiement, de prolonger l\u2019\u00e9ch\u00e9ance des pr\u00eats et de masquer les probl\u00e8mes syst\u00e9miques en les qualifiant de questions de liquidit\u00e9 temporaires. Toutefois, les experts d\u00e9clarent que les strat\u00e9gies chinoises de service de dette risquent de cr\u00e9er un syst\u00e8me de dettes dissimul\u00e9es et des difficult\u00e9s financi\u00e8res \u00e0 long terme qui conduisent en g\u00e9n\u00e9ral \u00e0 des restructurations plus importantes.<\/p>\n<p style=\"font-weight: 400;\">En mars dernier, le FMI a d\u00e9clar\u00e9 que le Kenya courait un risque \u00e9lev\u00e9 de surendettement, en suspendant l\u2019examen final de son programme dans le pays. Ceci a emp\u00each\u00e9 le gouvernement d\u2019acc\u00e9der \u00e0 un d\u00e9boursement de pr\u00eat final d\u2019environ 850\u00a0millions de dollars.<\/p>\n<p style=\"font-weight: 400;\">David Omojomolo, sp\u00e9cialiste de l\u2019Afrique au cabinet d\u2019\u00e9tudes Capital Economics, d\u00e9clare que d\u2019autres emprunteurs fortement expos\u00e9s \u00e0 la Chine, par exemple l\u2019Angola, observent de pr\u00e8s le Kenya.<\/p>\n<p>Omojomolo d\u00e9clare au journal South China Morning Post\u00a0: \u00ab\u00a0Sans le soutien du FMI ou une consolidation fiscale s\u00e9rieuse, la trajectoire d\u2019endettement du pays reste insoutenable. Le Kenya pourrait \u201cpatauger\u201d \u00e0 court terme, mais la capacit\u00e9 de servir ses obligations restera tendue, ce qui le laissera expos\u00e9 \u00e0 des risques \u00e9lev\u00e9s de d\u00e9faut souverain.\u00a0\u00bb<\/p>\n<p style=\"font-weight: 400;\">Jimi Wanjigi, homme d\u2019affaires k\u00e9nyan \u00e9minent et critique du gouvernement, pr\u00e9voit de se pr\u00e9senter aux \u00e9lections pr\u00e9sidentielles en 2027.
